Investing In Education for National Development

The Higher Education Loans Scholarships Board (HELSB) solely funded by the government of the Republic of Zambia with a mandate to provide student loans and scholarships to eligible Zambian citizens beyond the national budgetary allocation. Due to budgetary constraints on governments’ ability to meet and support educational needs of the public in full, HELSB under the Higher Education Loans and Scholarships Act No. 31 of 2016 is further mandated to invest funds in order to achieve financial sustainability and mobilise additional financial resources to bridge the financial gaps.

Important Information to Note

  • HELSB also collaborates with various local and international stakeholder organizations including agencies that offer scholarships and whose core business is enhancing national development agendas and poverty alleviation efforts.

  • HELSB will continue to diversify and grow its investment portfolio, recover loans and collaborate with other stakeholder’s in order to empower and fulfill its mission to expand access to education and foster academic achievement and ultimately transform lives and communities through the power of education

  • Currently HELSB depends on funding from the Ministry of Finance as appropriated by Parliament. Over the years, the increased demand for higher education has not matched funding from the Treasury thereby creating pressure on the Boar
