Consultative stakeholder meeting on Student Financing Bill.

Ministry of Education Permanent Secretary for Administration, Mrs. Noraina Muneku, has called on stakeholders deliberating the Student Financing Bill for the Higher Education Loans and Scholarships Board (HELSB) to ensure that the reforms taking place benefit deserving learners. Mrs. Muneku said the stakeholders need to develop an appropriate legal framework for Higher Education Loans as it will pave the way for access to financial assistance, economic development, social mobility, and quality education.

This was in a speech read on her behalf by Ministry of Education Director Higher Education, Mr. Amos Mumba, today at Twangale in Lusaka. Mrs. Muneku said the stakeholder meeting was aimed at strengthening understanding of stakeholder needs, building trust and credibility, risk mitigation, enhancing communication, innovation, and creativity. “We need a shared resolve to move the whole Education system forward as Education is a great equalizer,” she said. The bill seeks to continue the existence of the Higher Education Loans and Scholarships Board and rename it as the Student Financing Authority, reconstitute the Board of Student Financing Authority, and redefine its functions, establish the Students Financing Fund and the establishment of the Student Financing Saving Scheme.

The consultative stakeholder meeting has drawn participants from the Ministry of Justice, Ministry of Education, Cabinet Office, Technical Education Vocational and Entrepreneurship Training (TEVETA), University of Zambia, ZNC-UNESCO, Teaching Council of Zambia, Zambia Education Publishing House (ZEPH), Higher Education Authority, and Zambia Qualifications Authority.
